About the Group
Independently owned. Operator focused.
In 2026, Richard Upshall led a management buyout of the OES Group from private equity, reclaiming ownership of the company he originally established in Dubai in 1996. Under independent ownership, the group is being reshaped into a fully integrated TICC business, testing, inspection, certification and compliance across the energy sector.
Six companies, one asset lifecycle. OES delivers asset integrity; LCAM commissions, manages and surveys; DSL builds and refurbishes the structures; JVS manufactures the valves, manifolds and lifting gear inside them. Arcus is the digital thread tying it together, and Academy trains the workforce.

Chairman
As Chairman of OES Group, Richard brings more than 35 years of leadership experience across energy, technology, construction, medical technology, media and primary production. He founded OES in Dubai back in 1996, growing it into a successful enterprise with operations across five continents. In 2026, he led the management buyout that returned OES to independent ownership, bringing its businesses together to create a fully integrated testing, inspection, certification and compliance group built for the future.
